How the property transfer tax is calculated

Norway's property transfer tax (dokumentavgift) is a state tax of 2.5 % of the home's purchase price (or market value at the time of registration, if higher), paid to Kartverket when the change of ownership is registered. The rate has been unchanged since 2005. On top of that comes a fixed registration fee of 545 kr for the deed itself, regardless of the home's price.

If you buy a share in a housing cooperative (borettslag), you don't pay the transfer tax — you're buying a share in the company, not real property directly, and the change of ownership isn't registered the same way. You still have to pay the registration fee.

Note: This calculator covers the standard case. There are several exemptions from the property transfer tax beyond housing cooperatives — including transfers between spouses, and certain inheritance and estate-division situations.
